Procedures for issuance of license to practice medicine in Vietnam (Internet image) 

The procedures for issuance of license to practice medicine are regulated by Decision 1388/QD-BQP in 2024 as follows:

1. Application for issuance of license to practice medicine in Vietnam

* Case 1: Application for issuance of license to practice medicine for those in cases of first-time issuance according to the provisions in point a, clause 1, Article 30 of the Law on Medical Examination and Treatment 2023, and in the cases specified in point c, clause 1, Article 7 of Decree 16/2024/ND-CP, includes:

- Application form for issuance of license to practice medicine according to Form 01 Appendix II attached to Decree 16/2024/ND-CP.

- One of the following documents: Confirmation of achieving results in the assessment of qualification for practice of medicine or license to practice medicine issued by a competent foreign authority recognized by the Ministry of Health.

- Curriculum vitae with confirmation from the head of the agency or unit from the rank of battalion and equivalent or higher.

- Two color portrait photos, white background, size 04 cm x 06 cm, taken within a period not exceeding 06 months from the date of application.

* Case 2: Application for issuance of license to practice medicine for those who change their professional title stated on the license according to point b, clause 1, Article 30 of the Law on Medical Examination and Treatment 2023, includes:

- Application form for issuance of license to practice medicine according to Form 01 Appendix II attached to Decree 16/2024/ND-CP.

- One of the following documents: Confirmation of achieving results in the assessment of qualification for practice of medicine or license to practice medicine issued by a competent foreign authority recognized by the Ministry of Health.

- Curriculum vitae with confirmation from the head of the agency or unit from the rank of battalion and equivalent or higher.

- Two color portrait photos, white background, size 04 cm x 06 cm, taken within a period not exceeding 06 months from the date of application.

- Original of license to practice medicine.

* Case 3: Application for issuance of license to practice medicine for those whose license has been revoked, and the occupation falls under the cases specified in point c, clause 1, clause 2, point c, clause 3, point b, clause 4, clause 5, clause 6, point c, clause 7 of Article 34 of Decree 16/2024/ND-CP, includes:

- Application form for issuance of license to practice medicine according to Form 01 Appendix II attached to Decree 16/2024/ND-CP.

- One of the following documents:  Confirmation of achieving results in the assessment of qualification for practice of medicine or license to practice medicine issued by a competent foreign authority recognized by the Ministry of Health.

- Curriculum vitae with confirmation from the head of the agency or unit from the rank of battalion and equivalent or higher.

- Two color portrait photos, white background, size 04 cm x 06 cm, taken within a period not exceeding 06 months from the date of application.

- Decision on revoking the license.

* Case 4: Application for issuance of license to practice medicine for those who fail to renew their license as prescribed in clause 1, Article 10 of Decree 16/2024/ND-CP, for more than 24 months from the expiration date of the license, includes:

- Application form for issuance of license to practice medicine  according to Form 01 Appendix II attached to Decree 16/2024/ND-CP.

- One of the following documents: Confirmation of achieving results in the assessment of qualification for practice of medicine or license to practice medicine issued by a competent foreign authority recognized by the Ministry of Health.

- Curriculum vitae with confirmation from the head of the agency or unit from the rank of battalion and equivalent or higher.

- Two color portrait photos, white background, size 04 cm x 06 cm, taken within a period not exceeding 06 months from the date of application.

- Decision on revoking the license.

2. Procedures for issuance of license to practice medicine in Vietnam

Step 1: The applicant shall submit a complete set of application for issuance of license to practice medicine corresponding to each case as specified in Articles 1, 2, 3, and 4 of Decree 16/2024/ND-CP, either directly, via postal service, or electronically, to the Medical Department/Office at the higher level under the Ministry of Defense.

Step 2: In the case of a valid application, within a period of 5 working days from the date of receiving the application, the relevant unit under the Ministry of Defense consolidates and prepares a list to be sent directly, via postal service, or electronically to the authorized healthcare management agency, along with the applicant's documents, and requests official dispatch from the Head of the relevant unit under the Ministry of Defense.

In the case of an invalid application, within a period of 3 working days from the date of receiving the application, the relevant unit under the Ministry of Defense or the authorized healthcare management agency must provide a written response to the submitting unit, specifying the reasons for the invalidity and requesting necessary amendments or additional documents in the submitted application. The time taken for amending or supplementing the documents should not be counted towards the processing time.

Step 3: Within a period of 5 working days from the date of receiving a valid application, the authorized healthcare management agency reviews the application, completes the procedures, and submits the application to the competent authority for the issuance of a new license. In the event that a license to practice medicine is not granted, a written response must be provided, stating the reasons for the decision.

Step 4: Within a period of 20 days from the date of receiving the proposal from the authorized healthcare management agency, the competent authority issues a decision to grant a license to practice medicine and send the license to the applicant.
