1. Preferential policies for revolutionary activists from January 1, 1945 to the August Revolution in 1945 in Vietnam

According to Article 12 of Ordinance 02/2020/UBTVQH14 on the preferential policies for revolutionary activists from January 1, 1945, through the August Revolution in 1945 in Vietnam:

- Revolutionary activists from January 1, 1945, to the August Revolution in 1945 are entitled to the following preferential policies:

+ Issuance of "Certificate of Revolutionary activists from January 1, 1945, to the August Revolution in 1945" as regulated by the Government;

+ Monthly allowances;

+ Health insurance;

+ Annual health recovery and nursing;

+ Support for housing improvement based on the merits and circumstances of each individual;

+ Preferential policies specified in points c and g, Clause 2, Article 5 of Ordinance 02/2020/UBTVQH14;

+ Provision of funds to purchase the daily "Nhan Dan" newspaper and opportunities to participate in cultural and spiritual activities.

- Individuals who are currently enjoying the regime of preferential policies for revolutionary activists from January 1, 1945, to the August Revolution in 1945, and have been recognized as revolutionary activists before January 1, 1945, are only entitled to the preferential policies for revolutionary activists before January 1, 1945.

2. Criteria for revolutionary activists from January 1, 1945, to the August Revolution in 1945 in Vietnam

According to Article 11 of Ordinance 02/2020/UBTVQH14, the criteria and conditions for recognizing individuals as revolutionary activists from January 1, 1945, to the August Revolution in 1945 in Vietnam are as follows:

- Individuals can be recognized as revolutionary activists from January 1, 1945, to the August Revolution in 1945 by competent authorities when they meet one of the following conditions and criteria:

+ Participated in revolutionary organizations or armed forces from the district level or higher between January 1, 1945, and the starting date of each locality's uprising, and subsequently continued to participate in one of the two resistance movements;

+ Engaged in grassroots activities between January 1, 1945, and the starting date of each locality's uprising, and subsequently continued to participate in one of the two resistance movements. During the period of grassroots activities between January 1, 1945, and the starting date of the locality's uprising, they held positions such as Secretary, Chairman, or Head of the Viet Minh, Secretary of the Peasants' Association for National Salvation, Secretary of the Youth Association for National Salvation, Secretary of the Women's Association for National Salvation at the commune level or equivalent; platoon leader, team leader, or group leader of self-defense teams, propaganda teams for liberation, youth association for national salvation, peasants' association for national salvation, women's association for national salvation, or children's association for national salvation at the grassroots level before the formation of revolutionary mass organizations at the commune level; individuals who were recruited into the Viet Minh organization and subsequently assigned tasks to stay and develop revolutionary grassroots organizations in their localities; individuals who participated in revolutionary activities during the August Revolution in 1945 and held one of the leadership positions specified in point b, Clause 1, Article 11 of Ordinance 02/2020/UBTVQH14, or participated in revolutionary organizations or armed forces from the district level or higher;

+ Revolutionary activists specified in points a and b, Clause 1, Article 11 of Ordinance 02/2020/UBTVQH14 who do not continue to participate in one of the two resistance movements due to the requirements of demobilization, repatriation, or insufficient health.

- Individuals who have been recognized as revolutionary activists before January 1, 1945, will not be considered revolutionary activists from January 1, 1945, to the August Revolution in 1945.

- The government will provide detailed regulations on the conditions, criteria, procedures, and documentation for recognizing individuals as revolutionary activists from January 1, 1945, to the August Revolution in 1945.
